Before the Faculty of Social and Political Sciences was officially established as part of one of the Faculties at Hasanuddin University (UNHAS), it was originally a private college called the Faculty of Tata Praja Universitas 17 Agustustur 1945, which was founded by Mr. Tjia Kok Tjiang (Alm.) In Ujung Pandang. It can be noted here that the Public Administration Faculty was the first when it was established in Eastern Indonesia. In its development, the Faculty of Administrative Sciences was founded by the founders to be merged into the Faculty of Economics, UNHAS, which was planned to be one of the existing departments and could be opened in the years 1959 - 1960. However, due to various technical difficulties faced so that realization could not be implemented. As a follow up (follow-up), the implementation of the plan was pursued so that this faculty was included in the UNHAS environment as a stand-alone faculty as originally intended by the founding pioneer.
In his affirmation plan, it was originally hoped that it could be realized on September 10, 1960 to coincide with the celebration of UNHAS IV Anniversary at the time when the inauguration of the Faculty of Literature and Philosophy and Engineering was also planned. However, due to the various technical difficulties faced, the plan was then implemented through Ministerial Decree P. P & K with a Decree dated January 30, 1961 No. : A.4692 / U.U.41961, starting February 1, 1961.
With the inauguration, the students were transferred to become state students with several conditions (conditions), namely having to take the State exam held by a committee formed by the Minister of P.P & K consisting of UNHAS lecturers. It should be noted that in the framework of the effort to inaugurate / enlighten universities and the development of UNHAS in general and FISIP in particular, they have participated in providing enormous assistance which means that the development of education can be mentioned, among others, Hasanuddin Pagadian XIV (now called VII Wirabuana Commander) at that time Brig. Gen. M. Yusuf (former Minister of Defense and Commander and Chairperson of the Indonesian Bapeka), Mr. Andi Pangeran Pettarani (Governor at the time), and several other high-ranking officials.
At the time after the affirmation, then came the leadership of the faculty namely Mr. Tjia Kok Tjiang as Chairperson, while the Secretary was handed over to Mr. Soekanto as an official. But Mr. Tjia Kok Tjiang only had time to lead and foster this college for approximately 5 (five) months, due to his sudden death on May 3, 1961 while taking state examinations for students while in order to fulfill the requirements for this faculty, and then after his death, the head of the Higher Education was directly held by the President of UNHAS (Arnold Monotutu) as the Chairperson of the Chair.
The number of teaching staff at the time of enrollment was 16 people including assistants, while the total number of students was 228 people consisting of the preparation level of 91 people, level (BA) -I as many as 61 people, and 32 people at the level (BA) -II for administration / administration , 2 (two) people were transferred from the staff of the UNHAS office assisted by daily staff, while the treasurer was directly held by Mr. Soekanto.
Subsequent changes to the College of Administrative Sciences after its realization, changed its status to the Faculty of Social and Political Sciences at Hasanuddin University based on the Decree of Minister P.P & K RI dated January 30, 1961 No. : A / 4692 / U.U / 5/1961 with 2 majors in it, namely the Department of Public Administration and the Public Administration Department. The Publicity Department is a transition from the Sulawesi Press and Publicity College which was previously established in Makassar by a Foundation with the encouragement and full assistance of Commander Brigadier General M. Yusuf in improving the quality and capability of the "Policy Man" personnel.
During its development, the Department of Civil Engineering experienced more changes or improvements. This is due to a temporary misunderstanding of those who think that Tata Praja is associated or associated with the meaning of the Civil Service College. But after the State Administration Agency (LAN) was inaugurated by the Government where the term "Public Administration" officially, translated into State Administration, then the name Tata Praja was also adjusted and changed to the Department of State Administration. Whereas the Publicity Department is still used because it has been approved by Minister P.P & K. In addition, it is also used as the name of the Department of the Faculty of Law and Social Sciences of the University of Indonesia in Jakarta and the Gajah Mada University Faculty of Social Sciences.
November 15, 1962, Mr. Soekanto was appointed as Dean of the Faculty of Social and Political Sciences at the University of Hasanuddin, while the position of secretary was entrusted to Abdullah Amu. Furthermore, Prof. Arnoal Mononutu returned as Dean, while E. A. Mokodompit, MA was entrusted as the Dean of the Dean I with Drs. Jonathan Salusu as Proxy of Dean II.
On January 1, 1964 the leadership structure of the Faculty of Political Social Sciences again changed with the appointment of E. A. Mokodompit as dean, accompanied by Assistant Dean I Drs. Jonathan Salusu (for Academic Affairs), Assistant Dean II G.R. Pantow (for Administration and Welfare), and Assistant Dean III Drs. Hasan Walinono (for Student Affairs). Teaching Staff at that time there were 20 permanent lecturers, 25 LB lecturers and 15 LB assistants.
In 1967 there were 1,338 students consisting of: 309 preparatory people, 348 undergraduate level I, 135 junior level II, 93 undergraduate students, and 135 undergraduate level II, as many as 81 people including 2 Bachelor of Public Sciences.
Furthermore, in the age of development for 7 years FISIP - UNHAS experienced successive leadership changes. From 1965 to 1969 the Faculty leadership was held by Drs. Hasan Walinono, and then from 1970 to 1971 were reappointed by Drs Jonathan Salusu with secretary Drs. Sadly AD. In 1971-1972 the position of Dean of the Faculty was again held by Drs. Hasan Walinono, while his secretary was Drs. A. S. Achmad.
In line with the effort to restructure the Baraya UNHAS Campus, the Faculty of Social and Political Sciences as the only Faculty located outside the campus is also planned to move to the Baraya campus. Which things can only be done in 1974 after the change of leadership of the University from Prof. Dr. A. Hafied to Prof. Dr. A. Amiruddin (former Governor of South Sulawesi, now Deputy Chair of the MPR RI) at that time.
With the transfer of the Faculty of Social and Political Sciences to the Baraya Campus and occupying one of the buildings behind the Faculty of Engineering, the Faculty building is located on Dr. Ratulangi 93 was sold to the South Sulawesi Regional Government, and was the first capital to purchase land in Tamalanrea, which has now been built into the UNHAS New Campus.
In connection with that, in 1975 Drs. A. S. Achmad left for the Netherlands to deepen his study in the field of Development Communication, then the secretary position he held for a while was held by Drs. M. Ashar Ahmad, and in 1978 was reappointed by Drs. A. S. Achmad until 1977.
With the appointment of UNHAS as a Pioneer Project for Higher Education Development for a period of five years according to Ministerial Decree P and K RI No. : 08 / U / 1977 dated January 10, 1977, UNHAS tried to make an effort to find forms and organizational systems of higher education that were more effective and efficient in the development of development. For this reason, since February 1, 1977 a matrix organization system was implemented in which the faculty experienced a change of understanding. The Faculty is only a forum for the development of scientific resources, advice and implementers of education so that it is in the flow of resources. While for program development, monitoring and evaluation of education, research and community service is managed by the study center.
As a follow-up to the Decree, the Faculty of Social and Political Sciences which was previously independent as one of the faculties in the 9 faculties at Hasanuddin University, was subsequently merged with the Faculty of Economics and the Faculty of Literature into the Faculty of Social Sciences and CULTURE (FIISBUD) with the dean being first held by Drs. La Tanro during 1977-1980 and Dr. Kustiah Kristanto during the service period 1980-1982. As for the management and development of educational programs for social sciences and literature, Drs. M. Syukur Abdullah as Dean of Studies, this situation lasted until the beginning of 1983.
It is noteworthy that in 1977 the curriculum system was implemented for a long time to complete two levels of education, namely the 3-year Bachelor Program and the 5-year Bachelor Program was changed to a credit system curriculum that allows students to complete their studies faster. This step is the preparation for the implementation of the Undergraduate Education Program (S1) which was opened simultaneously in the UNHAS environment since 1980, including the Faculty of Social and Political Sciences, also in 1980 with the completion of the construction of the Faculty of Social and Cultural Sciences on the Campus Only Tamalanrea, then gradually the academic and administrative activities of the faculty were transferred from the Baraya Campus to the Tamalanrea New Campus.
In its development, after the change of leadership of Hasanuddin University from Prof. Dr. A. Amiruddin to Prof. Dr. Hasan Walinono at the end of 1982, the faculty organization re-changed in line with the enactment of Government Regulation No. : 5 of 1982 which regulates the Organizational Structure of Universities in Indonesia.
As of January 1, 1983 in line with the changes in the structure of UNHAS carried out based on Government Regulation No. 5 of 1980 and KEPRES. No. : 62/1982, the Social Sciences Education Program which was originally sourced from the Faculty of Social and Political Sciences was developed in one faculty with the name of the Faculty of Social and Political Sciences (FISIP). Which is the same name used in universities generally in Indonesia.
